In January 1991, HUD took over Chappelle Gardens, Hartford’s first
HUD-assisted housing to be organized as a cooperative nearly twenty
years before. After a nationwide search, the community partnered with
Telesis to save their 22-acre, 188-unit community.
Together, Telesis and the
residents secured the first Up-Front grant for redevelopment. To
implement the $8.4 million grant, the residents’ corporation entered
into a fifteen-year development and management agreement with Telesis;
the residents own their homes, and Telesis manages the daily operations
of grant and property administration.
Telesis
and the residents also acquired neighboring housing for
redevelopment. With a new community center, community policing
initiatives, and an innovative homeownership program, Telesis and our
resident partners are helping to transform the North East end of
Hartford.
