Colonel John Warner Homes was 433 units of crime-ridden public housing
that stood within sight of the Illinois River and the international
corporate headquarters of the Caterpillar Company. Telesis planned and
managed the comprehensive redevelopment of what is now a 233-unit,
mixed-income neighborhood, known as RiverWest.
Telesis
designed the master plan that received a $16 million HOPE VI award. We
leveraged an additional $30 million in private and public investment,
including $12.5 million in low income housing tax credits, $3.6 million
in tax increment financing, and CDBG and Home funds. Telesis also
planned and coordinated new supportive service initiatives including a
job-training effort to help residents access jobs within walking
distance of their homes.
The new RiverWest neighborhood, now some of Peoria's best rental
housing, is helping to generate renewal in Peoria’s downtown.
