BARCLAY – MIDWAY & OLD GOUCHER NEIGHBORHOOD | BALTIMORE, MD

The Barclay neighborhood is located in central Baltimore, a mid-point between Johns Hopkins University and the Baltimore Harbor. Telesis has been working with the community and other local stakeholders for the past 10 years to regenerate over 20 city blocks into a beautiful mixed-income, rental and homeownership community with retail and high-quality green space.

In 2006, Telesis Corporation was selected by community representatives and organizations along with the Housing Authority of Baltimore City (HABC) to serve as the master planner and developer for the large-scale, multi-phased revitalization effort. Through a participatory planning process with the community and HABC, Telesis created a redevelopment strategy focused on mending the fabric of the neighborhood through scattered-site infill developments. When complete, the redevelopment will yield over 500 affordable mixed-income rental apartments, homes, and new retail opportunities along Greenmount Avenue, as well as high-quality community facilities. Two thirds of the plan are currently completed or under construction. 

Telesis continues to work with a strong committee of neighborhood stakeholders. The work includes hiring and training residents in the construction of their neighborhood. Telesis is also supporting the community’s revival with New Market Tax Credit investments.
